Guys: Are small on a girl a turn-off? Is bigger always preferred?

Is a woman with a small size (A cup or B cup) a large turn-off to a man, even if her other qualities are appealing (such as pretty face, pretty hair, nice legs and a cute backside)? Are women with smaller chests ever seen as ually appealing, or do guys always prefer women that are more endowed?
