Is there a program that can convert an .ims file type to an html file type?

I have a wisite creation program, called SiteSpinner, by Virtual Mechanics, and I've gotten to the point on my website that I'm ready to have it copyrighted. The thing is, the file type .ims is not accepted by the Copyright Office. So I need some sort of conversion program.
